Expert in defence real estate

The Construction Establishment of Finnish Defence Administration (PHRAKL), established in 1994, is a net-budgeted establishment operating under the Ministry of Defence. The purpose of the Construction Establishment is to provide national defence with cost-effective and purposeful real estate and environmental services required by its statutory duties, both during peacetime and in exceptional circumstances. We are responsible for the development of real estate for the Finnish Defence Forces, and the maintenance and energy services of said real estate. We are familiar with the operations of the Finnish Defence Forces as well as the defence real estate and its special requirements.

The Ministry of Defence sets the performance targets for the Construction Establishment of Finnish Defence Administration, and a performance agreement is signed annually between the parties. The Ministry has delegated practical steering powers to the Defence Command. 
The Construction Establishment has headquarters in Hamina and nine service units: Kouvola, Helsinki, Turku, Säkylä, Hämeenlinna, Tampere, Jyväskylä, Kajaani and Sodankylä.
